If I had to guess, it's because Langford is a very western/left sided park in the city.

To your point, Alfabob2001, Prior Butler (to serve) borders Newell Park. Mr. Newell was an attorney, Mr. Goodhue studied law for a time. Goodhue county is known for its clay and Clayland Park is nearby. I believe a rock used to exist in the park where people would get engaged at, maybe connects to something old, something new wedding tradition. Energy Park is nearby, maybe a connection to lights wired? 

Lots of possibilities as per usual.

The capitalization from clue one has been bothering me. Having six letters capitalized in a four line clue seems significant, but I can make anything fit. Anyone have any ideas?

There is a Prospect Ave. ('search for gold' from clue 3) that runs into the south end of the Otter Lake section of the park. Tamarack Nature Center is just south west of there and would be a 'new' park. Also, there is probably a lot of loam in the Nature Center. Just a thought.
But, with clue 5 talking about 'view' and 'serve', maybe we should head back to 'old' ('New')ell Park, on the western edge of St. Paul along Fair(view) Ave. and with tennis courts nearby. Another thought.

Assuming it's in St. Paul, there are 7 members on the council and I believe St. Paul is known as or for the 7 hills. 

I'm wondering about views and mindful as a reference to Indian Mounds park which we must be mindful not to hunt there but maybe the location of the puck can be seen from that park or use to triangulate it?

Or maybe it's a reference to Mounds View city which is in Ramsey County?

Wabasha was the first state settlement ( a city first), and is a county name.
The island parks near wabasha street certainly are within view of the pi press (we’ll see)

I'm thinking it's related to the fact that all the women on the council are Democrat or "left". Indicating it's a park on the west side of St. Paul.

The only problem with west side of that park is there are hardly any trails there. Tamarack nature center and polar lakes park are both nearby and would have extensive trails. Tamarack is a ramsey county park. Polar lakes is a  white bear park. I don't believe the medallion has been hidden in either of those parks, so it would be a "first". To me, Clue 4 either has you thinking it's in Saint Paul or the first time in a park. The city council is all women for first time ever. Seems like a significant reference.

another one that made me think of bald eagle was the use of expired and reti”red” in clue 4. You have the red luna taco factory next to a red door renovations. Also an auburn st. (Probably a stretch)

My first thoughts after reading it were “a city first” maybe it’s in new city in the county. observe and serve, it’s by a tennis or volleyball court. 

I Iike the idea of “view” being a street sign, maybe an apartment with view in the name that observes the park?
