N. Victoria Street is 1 block long only and points to that strip of Park south of Nagasaki (Bomb) Very near the Fishing Pier to Catch some Perch? Are there any Pines in that area? Strip? Satellite shows trees, but I can't remember which kinds...

I agree Mike. I think it’s secured to a pine cone attached to a tree.

After secretrose posted the Sidewalks of NY song idea, I looked at the lyrics and thought Casey was referring to Casey Park in North St. Paul (Ramsey County). On Google maps, a few blocks away is a place/home with the moniker "Artificial Angler Fishing Guide Services ('tackle' and 'perch' in the clues made me think of a fishing theme. There is an adult learning center next to the park where one can earn their GED (cap and gown) and a street called Aida leading up to the southwestern edge of the park. I googled Aida and muse and found the name of a woman Aida something who was a co-founder or spiritual therapist for Muse (brain-sensing) headbands ('use your brain' clue.
I never figured out how any other clues would point to Casey, so I abandoned the thought.

Re: Clue #7
So Rose mentioned the song "The Sidewalks of New York" because the second line of Clue 2 seems to be taken from it directly. But Clue 4 also seems to allude to it making it hard to ignore.
Down in front of Casey's old brown wooden stoop
On a summer's evening we formed a merry group
Boys and girls together we would sing and waltz
While the Guinea played the organ on the sidewalks of New York
East Side, West Side, all around the town
The tots sang "ring-around-rosie," "London Bridge is falling down"
Boys and girls together, me and Mamie O'Rourke
Tripped the light fantastic on the sidewalks of New York
That's where Johnny Casey, little Jimmy Crowe
Jakey Krause, the baker, who always had the dough
Pretty Nellie Shannon with a dude as light as cork
She first picked up the waltz step on the sidewalks of New York
Things have changed since those times, some are up in "G"
Others they are wand'rers but they all feel just like me
They'd part with all they've got, could they once more walk
With their best girl and have a twirl on the sidewalks of New York
So some people are taking that and thinking Central Park must be the NY connection. Possibly. It does share some of the same streets as Como and "the right stuff" could allude to the rocket ship. I'm sure you fit some other things there also. But I'm also thinking the song twice mentions "Casey". Casey was a famous gorilla at the zoo for a long time, and could be what the cluewriter is hinting at, so there could be a Como connection there.

Going back to all around the town = Oliver Towne. He worked for the Dispatch which merged with the Pioneer Press. He wrote a book City on Seven Hills, 7 men crewed the Mercury Mission (right stuff) and Mercury Queen reference.
Noodling is hard, I'm mentally crawling through deep snow with a million tabs open on my computer.
