Found on the Minnesota State Fairgrounds after the 13th and final clue was published on Saturday afternoon by Harvey and Rita Etzler and their family. This hunt was mentioned by Don Boxmeyer in his "hunt memoirs" article in 2006.

Explanation:
Referred to riding apparel since during the Fair many riding horses are quartered nearby. The medallion was hidden in Ramsey County.

Safe is the terrain where the medallion hides,
We exhort against needless falls and slides.
Explanation:
Indicated the treasure was on safe ground and no climbing was necessary. It also mentioned race; the race track is in the vicinity.
Our Thoughts:
Two early clues whose official explanations identify the fair ground quite well. Gutsy for sure.

People work on the Fairgrounds and farm campus, also live in apartments west of the site. Several street signs are nearby, plus those directing traffic to the practice driving area, also police station nearby.
