Found by Chuck Rhoads, Tom Coil, and "RV" Bill Gralish at the site of construction on Interstate 35E and Victoria Street under Linwood Park on Thursday evening after 9 clues.

Explanation:
We referred to the angle formed by the streets around the treasure site plus the fact that the location was a safe one with no risk or danger.
Our Thoughts:
Not being familiar with the construction scene of the day, we tend to think that the site of an under-construction freeway and bridge isn't exactly a "safe one with no risk or danger".
