Found by Chuck Rhoads, Tom Coil, and "RV" Bill Gralish at the site of construction on Interstate 35E and Victoria Street under Linwood Park on Thursday evening after 9 clues.

One key is safety in this scramble,
With risk or danger never gamble.
Explanation:
We referred to the angle formed by the streets around the treasure site plus the fact that the location was a safe one with no risk or danger.
Our Thoughts:
Not being familiar with the construction scene of the day, we tend to think that the site of an under-construction freeway and bridge isn't exactly a "safe one with no risk or danger".

Here we referred to the smoke stacks of the Northern States Power Co. High Bridge plant visible from the site, plus the reference to the Jacob Schmidt Brewing Co., which are all southeast of the treasure site.
